KSEB Ownership Change |Application Form |KSEB


    In case of transfer of rights or ownership of property, consumers are advised to transfer the ownership of the electric connection to new owner, in order to safeguard their interests. An application regarding a service connection e.g. revising connected load, phase conversion, tariff change, billing disputes etc. will normally be processed only if the registered consumer is the applicant. It may be borne in mind that registered consumer will be held responsible for the omissions and commissions by the transferee.


Application for registering change of ownership shall be preferred in Service Connection Application Form, after clearing entire arrears of electricity charges with up-to-date surcharge, interest etc.
Applicant has to remit Application Fee of Rs 10/- and processing fee of Rs 100/-. Applicant needs to produce: 
Consent from the previous owner for transferring ownership of the service connection along with the security deposit, to the new owner. 

If the applicant is unable to produce consent, he shall execute a bond in non-judicial stamp paper worth Rs 200/- agreeing to indemnify the Board from any loss, damage and cost of litigation, which the Board might incur on account of transferring the ownership and an undertaking to the effect that he shall remit the amount of security deposit at the time of transfer of ownership along with interest accrued on the same thereafter, if the previous consumer raise a claim on the security deposit at a later date. 
New ownership certificate issued by local self-government authorities.
Service Connection agreement (LT consumers need only affix court fee stamp worth Rs 200/- in the service connection application form, other consumers has to execute agreement in Kerala non-judicial stamp paper worth Rs 200/-). 
New completion report, if there is change of connected load. 
The adequacy of security will be reviewed and new consumer may have to make good shortfall, if any.
 
All the dues has to be cleared before submitting application for name/ownership change.(vide regulation 91 sub clause 4(b) of supply code 2014.
On successful submission of the online application, the originals of documents shall be kept ready for verification by KSEBL officials,during site inspection. (documents mentioned in the system generated form).
Documents required based on reason for change- 
 
Legal heir by virtue of death of original consumer 
 
1.Will
2.Registered instrument 
3.Succession certificate
4.Legal Heirship Certificate 
5.Document certifying revision in municipal or land records .
  
 

Ownership change on others

Any One of these document:-

  1. Ownership certificate of the building issued by Muncipal corporation / Muncipality / Panchayath /Township
  2. Ownership / Possession certificate of the land issued by competent revenue authority
  3. Copy of title deed duly attested by a gazetted officer/KSEB Ltd officer
  4. Copy of land tax payment receipt issued by revenue authorities issued within 1 year(authenticity may be verified with the original)
  5. Valid Rent /Lessor-Lessee Agreement along with any of the documents (listed above) providing ownership of the leaser (applicable in case of service connection application made by the tenant/lessee)
  6. Occupancy certificate from Muncipal Corporation/Muncipality/Panchayath 

In support of Security Deposit , Any One of these document:-

  • Consent in plain paper for transfer of ownership from the previous owner
  • Indemnity bond
None(Security Deposit to be paid afresh)





Proof of Identity , Any One of these document:-
  • Electoral ID card
  • Passport
  • Driving License
  • Ration Card
  • Photo identity Card issued by any Government Department or agency or PSU
  • PAN Card
  • Aadhar Card. 
  • Photo Identity Certificate from village Panchayat or Municipality or Municipal Corporation.
 In short,
 
There are two types of Ownership Change.
 
1.Application for Change of Name-in case of Sale/ Lease / Change in ownership / Occupancy – not for legal heirs.
 
2.Application for Change of Name-For transfer of ownership to Legal Heir.
 
Proof of Identity and Ownership as metioned above.

Also ,if there is a change in your Connected Load use the following Test Report from a Licensed Electrical Contractor.

The Application fee to be remitted is Rs.159/-(Incl GST ).Rs.190/-(For 3 Phase Connection)
Also you have to pay ACD (Additional Cash Deposit)if there is a change in load.
After field verification the Ownership should get transferred to New owner.

KSEB Connected Load Regularisation 2023|Application Form|Last Date 31/12/2023

Kerala State Electricity Board Limited has given us many opportunities to renew or adjust our connected load free. Currently the last date is 31st December 2023. The link to download the related order and Application form  is given below.


This article  is going to tell you why the load is renewed and how it will affect us in the future if not renewed.

First let us understand what is the connected load. Our connected load is the total amount of power that each appliance we use with electricity. For example the power taken by a fan is 100 watts and the power taken by an induction cooker is 2000 watts. The load is calculated based on the light or plug points. Or the cash deposit is fixed. So some people show less load to reduce the cd.

But this is not the problem. The fixed charge found in every bill except the house tariff is determined by our connected load. For example, the fixed charge on a commercial tariff is Rs. 70 per 1000 watts. If our load is 1001 watts, it is in the range of 2 kW. In other words, the fixed charge will be Rs. 140. Or if the load is reduced, this fixed charge will be waived.
KSEB has a vigilance unit called APTS or Anti Power Theft Squad to detect such offenses.
But the fixed charge in the house tariff is calculated according to the unit we are using. However, if our actual load is not shown, it may cause problems in the future.


This load change is required when we are renovating our house.
This process is time consuming and costly. After downloading the application , fill in the details of your connected load and submit it to the Assistant Engineer or Revenue Officer of the concerned Electrical Section Office. Remember, the last date is December 31 2023.

Reasons of Increase in KSEB Bill|KSEB |KSEB Bill Hike

Have you ever felt that your electricity bill is increasing day by day?
Even if there is no use or no one is staying at home, a lot of the bill is coming.
Does the bill seem to be too high, even if it is no longer used?
There are many reasons for this. Let us examine each one.

First we need to look at the meter status of our bill. If it is OK then our meter is not faulty.

If you see SF or suspected faulty in that position then your meter is not working properly. Then you will be billed according to your average usage. Normally it will be replaced by KSEB authorities immediately. If you do not change this meter before your next bill comes, you will get the old bill again. For some, this may result in a lower bill but may lead to higher Ex- system bills later in the audit hours, so the meter may need to be replaced immediately.

If you see DG or damage in this position, you should ask for the meter to be replaced as soon as possible.
In addition to this, another case where the average bill is paid is when the meter status is DL or the door is locked. That is, when our house or surroundings are closed when it comes to taking our reading or when the reading is not received due to bad battery back up of the meter.

In these cases too, you will only be billed in the form of an average bill. That is the reason why you will get the old bill even though it is less usable.
Now let's move on to the next step. If your bill has no problems or the meter status is the same, we can check the meter reading. Reading shows our unit.

The next problem is that the meter readings increase due to earth leakage or excessive current drawn by the damaged equipment. The use of ELCB will solve this problem to some extent. If not here's a new product just for you! At present there is no provision for any concession except that installments be allowed.
Finally, the meter should be checked for faults. 

For this, readings should be taken at regular intervals. The readings used by the instruments should be taken and compared with each other. It's the last thing you want to do. It costs Rs 250 for a single phase connection and Rs 369 for a three phase connection. 

If there is a significant difference between them, your meter will be replaced and the bill will be reset. At this point, your high bill may be a solution to the problem.

KSEB Single Phase to Three Phase Conversion |Application Form |Fee's and Procedures

If your existing  connected load is greater than 5kw, 3 phase conversion is a must. 
Let us see the step by step procedure of KSEB  Single Phase  to Three Phase Conversion.
First  of all, the wiring should altered  for a 3 phase  service  connection. In this regard a 3 phase  DB(Distribution Box) is needed. 
After completion  you need to apply for this along with the following documents. 
2.Identity  Proof
3.Test report/Completion  Certificate from a licensed electrical  contractor. 
4.Sketch  showing the connected  equipment.
5.General  Test Report (for office use )

In this time, Application fee of ₹89 has to be remitted.
 
After field  verification, You will get a demand  note  including CD(Cash Deposit ) ECSC  (Estimate  Cost  for  Service  Connection ).
Normally CD is ₹300 per kw for a domestic connection(₹1000 for most  of the other  purposes ).You have to pay only  the additional amount required as CD.
 
Suppose, your  new load is 8750 watts  and your existing CD (otherwise  called Security  Deposit )is ₹2100.So you have to pay ₹600 only.
ECSC is as follows :-
 
1.Below  10 kW

₹4170+₹375(CGST )+₹375(SGST )=₹4920

2.Above 10 kW and below 25 kw 

₹15450+₹1391(CGST )+₹1391(SGST )=₹18231

If you need  OH line  Construction  or conversion the  basic  rates  as follows. GST(18%)  Applicable. 
 
1.Construction  of L T 3 Phase  4 wire  line-₹460/meter. 
 
2.Conversion  of LT Single  Phase  2 wire  line to LT 3 Phase  4wire  line-₹165/meter. 

After  fee remittance, your  5-30 Ameter is replaced by a10-60A meter. This should not  change your  consumer number, change only  your phase. 








KSEB  Meter Testing |KSEB  Parallel  Meter Method  of Meter  Testing |Fee's and Procedures

If your energy meter  showing  over reading  without that much usage of electricity, you are in
need of Meter  Testing. Before that  you must ensure the proper working of your E. L. C. B or R. C. C. B and your equipments must be in their normal condition.
In this method, KSEB  officials place a meter  parallel to your meter and readings of the meters are recorded.
After a period not less than  one week  the will remove the parallel  meter on taking the readings again. They  will  compare the kWh reading difference, if there is a notable difference , your bills get revised accordingly.
You will need

1.Written request to Test your meter. 

2.Application and Testing Fee's (Including GST)

₹525 for Single  Phase

Remember, this should be the last step of your wish to know the reason for increase in your electricity bill.Otherwise the amount remitted to test your meter  will be a lose.

Dismantling  of Electricity  Connection |KSEB Connection Removal on Request |Fee's and Procedures.

If you don't want your KSEB  service connection permanently,it can be dismantled upon your written request along  with your photo id proof. 

First of all you must clear all the arrears. You will have to pay ₹130 (Including GST)as Dismantling fee.
According to the priority, your  connection will be dismantled within a period of  10 days  by KSEB  Staff(They will  take your Meter  and Service wire back) . A final bill is prepared based on FR (Final Reading )of your meter, as on the dismantled date. 

You have to request to adjust  your Security  Deposit  in the final bill befor your  account closure.Then you have to pay the balance amount if required. If the Security  Deposit is a huge amount, you have to apply for it's refund.
 
Remember, after Dismantling, you will not get  the connection back.
In short, 
In case a consumer desires his service to be dismantled and the service connection agreement to be terminated, he shall apply for the same in the format specified in Annexure - 20 to the Code.
The KSEB Ltd. shall give a written acknowledgment of receipt of such request, on the spot.
The KSEB Ltd. shall, within ten days from receipt of the request, carry out a special reading and prepare a final bill including all arrears up to the date of such billing.

The KSEB Ltd. may disconnect the supply of electricity immediately after the special reading is taken.
 On payment of all dues by the consumer, the KSEB Ltd. shall issue a No Dues Certificate and a receipt for the payment with the words ‘Final Bill’ stamped on it.

Thereafter, the KSEB Ltd. shall not have any right to recover any charge for any period prior to the date of final billThe KSEB Ltd. shall not raise any bill after dismantling.

What is the Cost of KSEB Service Connection with Posts? |KSEB Over Head (OH) Connection Charges |KSEB ECSC

In this article, let's create a basic idea about KSEB ECSC (Estimate Cost for Service Connection ) rates.You have to pay CD(Cash Deposit )rates, in addition with this, GST is  not applicable for CD.

Case1

If the consumer needs  a Weather  Proof Support (WPS)i.e, a bare post without  (Now 8 meter  PSC poles are provided ), cross arms and insulators.
Then
ECSC=₹5540
CGST(9%)+SGST(9%)=₹997.2
You have to add normal(WP) charges with  this.
1.₹2071 (Single  Phase )
2.₹5022(There  Phase )
So Total ECSC=5540+997.2+2054=₹8591.
(Single  Phase ).
This  will applicable in all the following cases.

Case  2

If the consumer has to construct a single phase 2 wire line with length less than 50 meters.
Here the basic  ECSC rate=₹9160
In addition to this ₹80 per meter.
Suppose the length of oh line =35 meters
Then total cost is calculated as follows :
9160+80*40=₹12360
GST(SGST(9%)+CGST(9%)-18%=₹2224.8

Total =₹14586
(One post with one stay)
Also, if the way of line is not straight, an additional post is needed, then  it's treated as post insertion in single phase line.
The basic rates as follows, you have to pay GST(18%)) in addition to the amount shown here.

Pole insertion with  stay-₹8170.
Pole insertion without stay-₹6700.
Case 3

If the consumer has to construct a single phase 2 wire line with length more  than 50 meters and less than 100 meters, with two posts.
Here the basic  ECSC rate=₹21950
In addition to this ₹80 per meter for length  above 50 meters .
Suppose the length of OH line =90 meters
Then total cost is calculated as follows :
21950+80*40=₹25150
GST(SGST(9%)+CGST(9%)-18%=₹4527

Total =₹29677.
The following are some common services in OH connection and their basic rates as per KSEB Cost Data, you have to pay GST(18%) in addition to the amount shown here.You can calculate charges for any type of construction, but the amount may differ due to changes in material estimate.
 
1.Pole insertion  in single phase line with strut-₹13850.
2.Pole insertion in three phase line with stay -₹9200.
3.Pole insertion in three phase line without stay -₹7730.
